NIFRS Service Support Centre

Lowry Building and Civil Engineering’s second major project for the Northern Ireland Fire and Rescue Service (NIFRS) involved the construction of a new Service Support Centre at Boucher Crescent, Belfast. The new facility is located alongside the existing NIFRS Training Facility and serves all NIFRS activities throughout Northern Ireland.

The new building followed the revolutionary design principles set by the Omagh Community Fire Station that was also constructed by LBCE and incorporates the same curved and asymmetric structural steel construction and red Kalzip roofing system.

It has been built to a BREEAM Excellent standard and features a 16-bay vehicle workshop, parking, stores, clean workshop areas, small equipment service areas, equipment treatment areas and office accommodation.

The generously-sized workshop is fully fitted with the highest specification equipment, including vehicle lifts, standing work stations and benches, and a Street Crane that spans the width of the workshop and is capable of moving the length of the bay to eliminate manual lifting of heavy parts.

Testing equipment for breathing apparatus and washing facilities for all work equipment such as PPE ensure all logistical support really can be carried out from this one hub. The project involved the installation and commissioning of all the equipment and necessitated the very highest standards of quality control throughout all stages of the construction and fit-out process. With such a comprehensive package, LBCE ensured all work was in full compliance with local, national and statutory regulations, manufacturers’ standards, design team standards and design intent. Once again, the secret to success for LBCE was the focus on the initial design stages.

Graham Baskin, Contracts Manager at LBCE, explained, “The relationship with NIFRS and the design team was vital and proved to be important as the project moved forward. I think the fact that we encountered minimal snags/ defects demonstrates that we fully understood what the client wanted.”

The partnership approach was also evident across the use of a competent and longstanding supply chain that LBCE specifically selected to deliver the project due to their expertise in the sector. “Early involvement of our first tier subcontractors was also vital in helping us to meet the tight cost and programme constraints that we had been set,” added Graham.

LBCE also implemented a traffic management plan to alleviate any issues in the busy retail- orientated Boucher Crescent area, with the company’s Considerate Constructors Scheme initiatives earning the project an excellent beyond compliance score along with additional BREEAM credits.

LBCE also welcomed visits by schools and colleges to the site throughout various stages to encourage students into the construction industry, with the project resulting in the company also opening a new office nearby.

The brief given to the BL Shutters design team was to “provide doors that are marked by excellent quality, functional safety, efficiency for the end user and a long service life but also offering a high degree of compatibility with the buildings design through use of natural light”. The Craigavon based company supplied and installed a range of Hörmann Decotherm roller doors, Hörmann sectional doors, fire rated roller shutters and steel security doors at the state of the art facility in Belfast.

The fully glazed Hörmann sectional doors provided optimum vision through natural light but also maintained the excellent insulation values required for energy efficiency whilst still satisfying the increasing regulatory requirements. Innovated Aluminium Technology (IAT) was delighted to be appointed as the glazing contractor for this prestigious project for the NIFRS and to continue the company’s close working relationship with Lowry Building and Civil Engineering.

Innovated Aluminium Technology manufactured and installed the curtain walling and external doors to this new facility. The installation also included Brise Soleil solar shading and an array of coloured and etched glass panels thus giving the building a new modern look. All systems where fabricated from the Metal Technology range of systems. Innovated Aluminium Technology worked closely with both the design team and the client to ensure that their vision of the finished building could be achieved. The team also liaised with the cladding contractor in detailing out the many different interfaces between the external cladding and the curtain walling. This was paramount, particularly at the curved front elevation section, to ensure that the building envelope was sealed and free from water ingress.

The NIFRS Service Support Centre is one of the largest projects that IAT has been awarded by Lowry Building and Civil Engineering. This showed the design team that IAT has the capability and knowledge to deliver such a complex project.

The experts at Graf UK Ltd provided a complete service for Lowry Construction and Civil Engineering at the new NIFRS Service Support Centre.

The company designed, supplied and commissioned the Graf EcoBloc Flex Inspect stormwater management system at the Boucher Road facility. The system has been designed with enough cover to achieve a loading of 60Tonnes, which is suitable for HGV loading and is also suitable for Inspection.

In addition to stormwater management systems, Graf UK has long-standing experience as a rainwater harvesting specialist and also offers wastewater treatment systems.

D.Roulston & Sons again teamed up with Lowry Building & Civil Engineering to deliver a full painting and decorating package on a commercial project.

The two companies have worked in partnership on a wide range of projects and D.Roulston and Sons used specialist internal paint finishes to provide a high standard of service for the new NIFS Service Support Centre.

O`Neill Fencing was the preferred sub-contractor for the new fencing installation contract by long standing customer and main contractor, Lowry Building and Civil Engineering at the new NIFRS Service Support Centre.

O`Neill Fencing installed a full perimeter protection system, which included some minor civil works and 2,430mm high boundary fencing installed with single and double leaf access gates complementing the perimeter solution.

Some of the perimeter fencing was enhanced with additional security features added by the way of cover from view steel sheeting added to the panel and post system.

Securing this key fencing project made it a bonanza year in and around the Boucher Road area of Belfast for O`Neill Fencing.
